In 1944, Henschel submitted a design to the RLM for a single-seat, jet-powered high-speed dive bomber. The RLM accepted the design—the Junkers Ju 87 had long since become obsolete, though there was still a need for an aircraft in this category—and in May 1944 commissioned the design of the aircraft, along with the construction of six prototypes.
